Toney is a non-player character in Cart Life. He is the owner of The Catacombs, a restaurant in 5th and Franklin which can't be entered by the player. He is a big brother of Richard, and a son of Dick. It is known that he wants to be like his father someday, and the character who the player plays will tell him that he already looks-alike him.
